The World Trade Organization\u2019s (WTO) Enquiry Points\u00a0regularly distribute notifications by member countries on changes to their\u00a0import policies which may impact exports of Canadian products.\u00a0 While\u00a0Agriculture and Agri-Food Canada\u2019s policy officers make efforts to review these\u00a0notifications and advise industry if the proposed changes are deemed to have\u00a0potential to negatively impact their business activities, the volume of\u00a0notifications and the lack of familiarity with industry production practices \u00a0can make the exercise challenging.\u00a0 In previous years, the Standards\u00a0Council of Canada (SCC), which operated Canada\u2019s Enquiry Point, also maintained\u00a0a service entitled \u201cExport Alert\u201d which advised Canadian industry of these \u00a0notifications.\u00a0 However, when the Canadian Enquiry Point was shifted to\u00a0the Department of Foreign Affairs, Trade and Development (DFATD), this service\u00a0was discontinued by SCC.<\/p>\n

Going forward, we encourage all trade associations and \u00a0companies with export interests to review WTO SPS and TBT notifications and\u00a0advise of concerns through the Market Access Secretariat single window address\u00a0(MAS-SAM@AGR.GC.CA), so that AAFC may\u00a0make representations to that country to revise their policy should it be deemed\u00a0as arbitrary or a disguised restriction on trade; to not be based on scientific\u00a0principles; or be more trade restrictive than necessary to protect life or\u00a0health in the importing country.<\/p>\n

There are a number of methods available for industry to be\u00a0aware of upcoming or existing SPS and TBT regulations of Member countries.\u00a0These include: a) subscribing with the WTO to receive notifications directly\u00a0via email; b) searching \u201cdocuments online\u201d; and c) using the SPS Information\u00a0Management System (SPS-IMS).\u00a0 Steps to use each platform are outlined\u00a0below.<\/p>\n

a) Subscribing to receive WTO SPS and TBT notifications<\/p>\n

To receive notifications directly from the WTO please go to:<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0https:\/\/www.wto.org\/english\/tratop_e\/sps_e\/sps_mailing_list_e.htm<\/a>\u00a0to subscribe for SPS notifications; and
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0https:\/\/www.wto.org\/english\/tratop_e\/tbt_e\/tbt_mailing_list_e.htm<\/a>\u00a0to subscribe for TBT notifications.<\/p>\n

The WTO SPS and TBT Agreements contain provisions to ensure\u00a0transparency in the development and application of these measures, including\u00a0the publication of measures that apply to imported commodities. A 60-day\u00a0comment period is typically provided in regular notifications starting from the\u00a0issuance of the notification by the WTO Secretariat.<\/p>\n

b) Documents Online<\/strong><\/p>\n

To search for information on regulatory changes in global\u00a0markets, we suggest you visit the World Trade Organization Documents Online Web\u00a0site directly at\u00a0https:\/\/docs.wto.org<\/a>.<\/p>\n

From the Recent documents tab, select: time frame; topic\u00a0(Sanitary and Phytosanitary Measures or Technical Barriers to Trade); and\u00a0language and then select<\/p>\n

On the search results screen, the left-hand menu provides\u00a0the option \u201cNotifications,\u201d which filters the results list to only display\u00a0notifications. In most cases, the complete text of a notified document can be\u00a0downloaded from the link provided in the notification \u201cTitle\u201d box or \u201cText\u00a0available from\u201d box.<\/p>\n

c) SPS and TBT Information Management Systems<\/strong><\/p>\n

These systems allows users to track and obtain information\u00a0on measures that member governments have notified to the WTO including specific\u00a0trade concerns and other documents of the WTO SPS and TBT Committees.<\/p>\n

The public versions of the systems are available at https:\/\/spsims.wto.org (SPS) andhttps:\/\/tbtims.wto.org (TBT) to help\u00a0interested parties according to their specific needs.<\/p>\n

For example, these systems allow searches to be based on a\u00a0variety of criteria such as geographic groupings, products codes, comments\u00a0periods, keywords, etc.<\/p>\n<\/div>\n
