{"id":28270,"date":"2019-04-23T15:38:12","date_gmt":"2019-04-23T19:38:12","guid":{"rendered":"https:\/\/www.hortcouncil.ca\/?p=28270"},"modified":"2024-02-21T10:08:32","modified_gmt":"2024-02-21T15:08:32","slug":"restriction-of-neonicotinoid-uses-to-take-effect-in-2021","status":"publish","type":"post","link":"https:\/\/fvgc.ca\/fr\/2019\/04\/23\/restriction-of-neonicotinoid-uses-to-take-effect-in-2021\/","title":{"rendered":"Restriction of Neonicotinoid Uses to Take Effect in 2021"},"content":{"rendered":"<p>Late last week, the Pest Management Regulatory Agency (PMRA), a division of Health Canada, <a href=\"https:\/\/www.canada.ca\/en\/health-canada\/news\/2019\/04\/some-cancellations-and-new-restrictions-to-protect-bees-and-other-pollinators.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"released its final decisions (opens in a new tab)\">released its final decisions<\/a> on the pollinator re-evaluations of three neonicotinoid insecticides: clothianidin (Clutch), imidacloprid (Admire), and thiamethoxam (Cruiser, Actara).<\/p>\n\n\n\n<p>Health Canada\ndetermined that the continued registration of imidacloprid, clothianidin, or\nthiamethoxam products are acceptable; however, certain uses have been cancelled\nto address possible risks to pollinators. Many of these cancelled uses affect\nCanadian fruit and vegetable growers.<\/p>\n\n\n\n<p>Bees and\nother pollinators are vital to the production of Canadian fruits and\nvegetables, and growers are intimately aware of the need to protect their\npollinators and their mutually beneficial relationship. As such, growers do not\nmake decisions that would hurt their pollinators. As an organization, the\nCanadian Horticultural Council (CHC) will work with its members to support\nfarmers during this transitional phase resulting from these long-awaited final\ndecisions. <\/p>\n\n\n\n<p>The PMRA did\na thorough science-based risk assessment and accounted for real exposure risks\nsuch as plant pollinator attractiveness. For these reasons, most uses on\nnon-attractive crops such as root and tuber vegetables (including potatoes),\nbrassica leafy vegetables, leafy vegetables, and (indoor) greenhouse vegetables\nremain unchanged. All seed treatments were also approved for continued use. <\/p>\n\n\n\n<p>Many uses of\nimidacloprid, thiamethoxam, and clothianidin were modified or cancelled so as\nto reduce risk to pollinators during bloom, due to the systemic nature of the\nchemistries. As such, many horticulturally significant uses have been cancelled\nor restricted, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Cancellation\nof most foliar applications before bloom <\/li><li>Cancellation\nof foliar applications to pome and stone fruit, strawberries, and some tree\nnuts<\/li><li>Cancellation\nof soil applications on berries, fruiting vegetables, legume vegetables, and\ncucurbits <\/li><li>Modified\napplication timings for potatoes, berries, tree nuts, fruiting vegetables,\ncucurbits, and legume vegetables.<\/li><\/ul>\n\n\n\n<p>The PMRA included a chart of pollinator mitigation which is a valuable quick-reference guide for growers to see what changes will occur and how it will affect their crops. <\/p>\n\n\n\n<p>Cancellations\nand label modifications will come into effect over the next two years. However,\nthe PMRA acknowledges the lack of alternatives for certain pests, such as brown\nmarmorated stink bug, European chafer, cucumber beetle, leafhoppers (on berries),\nand berry weevils (black vine weevil, cranberry weevil, strawberry root weevil).\nUse of neonicotinoids to address these serious pest issues is being granted an\nadditional year to the cancellation deadline in order to find workable\nalternatives.<\/p>\n\n\n\n<p>While these\nfinal decisions have a significant impact on many horticultural uses of the neonicotinoid\ninsecticides, there are two more rounds of final decisions coming up in 2019\/2020\n\u2013 the general re-evaluation of imidacloprid, and the aquatic invertebrate special\nreviews of clothianidin and thiamethoxam. All of these reviews and decisions are\nbeing made independently of each other. The CHC will continue to monitor the\nprogress of the PMRA re-evaluations and decisions.<\/p>\n\n\n\n<p>In the meantime, the Canadian Horticultural Council urges the government to commit additional resources to PMRA for pesticide regulation, a recommendation that the government\u2019s own Pest Management Advisory Council has made repeatedly in recent years. Additionally, PMRA requires more data to understand actual use patterns of crop protection tools, based on Canadian crops, climate, and labels, something the CHC strongly recommends to ensure the federal government works across government departments to collect and share pesticide use data.<\/p>\n\n\n\n<p>With adequate resources, PMRA can deliver the credible and\neffective regulatory regime needed to maintain a strong agricultural sector,\nprevent unacceptable risks to human health and the environment, and maintain\npublic confidence. <\/p>","protected":false},"excerpt":{"rendered":"<p>Late last week, the Pest Management Regulatory Agency (PMRA), a division of Health Canada, released its final decisions on the pollinator re-evaluations of three neonicotinoid insecticides: clothianidin (Clutch), imidacloprid (Admire), and thiamethoxam (Cruiser, Actara).
